No, it's not. There may be a signed agreement, but the loan is not yet funded. No money has changed hands.

No, we're not. Best I can tell, the steps have changed. Strictly speaking, step 2 has not yet been completed, but step 3 has begun. If I were to presume to redefine the steps, it would go something like this:
1)Complete the underlying science and communications technology and see that it works via simulation. DONE
2) Put this knowledge in the form of a prototype that can be evaluated by potential customers. DONE
3) Gain positive evaluation or prototype from potential customers. IN PROCESS
OK. Here comes the tricky part. EITHER:
4) Map prototype code directly to an ASIC design and begin volume production
OR
4) Map prototype code to an FPGA prototype for further customer evaluation.
5) Map FPGA design to an ASIC design and begin volume production.
