The meaning of executed is that they signed it, that's all. I think that the agreement was suppose to be signed on the 20th but if you read it is not suppose to close until later. I am sure everyone underestimated the amount of work signing these agreements is. I can just imagine the lawyers on the WSA side with 31 countries with input etc.
Perhaps they meant 2014...
We will wait and see but I dont think they will promote this, so the stock will not skyrocket immediately until everything is in place and then institutional would normally take over and if you didn't take a position, it will be to late. I did see a stock close on the friday at $0.37 and open at $1.15 on the following Monday.
I am sure if this is serious, they will do it right. I just wish someone would answer their IR phone# and or answer emails...
