Not necessarily.. Over here in the uk we have the exchange that can carry a certain amount of "float" in order to facilitate liquidity. So if a seller comes on and there are no buyers waiting for stock the exchange can make the sale and then hold till demand returns.
Lets hope Brad can "knock it out the park" with this deal as my portfolio is in a mess.
