you have no proof who they were. Blackwater? possible... i have a nephew who is retired special forces and he has all the work he wants, mostly overseas though. when there is a peak event, the police don't have enough officers so they hire extra help. is that concept too tough for you?
Looking at their website, the most likely reason would have been training and oversight. With the talk of an exercise in progress in early reports that is the most logical.
