It hit PACER between 9:30 - 10:30 ET. I looked at PACER when I got to work and it wasn't on there. It was when I checked about 10:30 and posted it. When the attorneys file, it goes right on PACER. When the Judge signs an Order, it goes through the Clerk and then goes on PACER, or so it has always appeared. IF the court were to grant the PROPOSED order in its current form, I would expect it would be quickly posted to PACER as opposed to the clerk just uploading it whenever he/she gets around to it.
