MMTE. He probably had conditions that needed to be met in a certain time frame and he could not meet them causing breach of contract and possibly forfeiting the mining rights. That's my guess but just an assumption who knows since Lieberman does not keep investors informed. Money could be tied up her for years or completely gone.
