Penny stocks, Canada and off shore brokers can short them. There are 2 US brokers that will let you short them, but one of them you have to let know in the morning so he can go offshore to see if he can get the shares. Probably more brokers that will let you short a penny. If you have enough coin in your account, probably every broker would do you the favor and let you short anything. I don't short. As far as non penny stocks goes, anyone can short them.
