Regarding the tick,

one big reason we have been having "tick inflation" isn't because people are more emotionally delirious, but because of more and more closed-end funds that are skewing results. There are a lot of closed-end bond funds now, for example.

The high and low range of the NYSE tick has had to be moved up by 150-200 pts over the last few years.

I don't see the difference. An uptick is an uptick - a down tick, a down tick. Your conclusion would also imply that volume would have inceased but actually it's now lower.
I have been watching the tick real-time for about 5 years now. Much has changed since 9-11 and the following intervention attempts.
