I also have some concern with the size and the fact that it is set aside for small businesses only. The government has a funny way of calling a business 'small' and usually includes companies up to 500 employees. That means LEI could be competing against some pretty big and accomplished companies on their own without help from CACI. Can LEI even write a proposal like this on their own? I don't know that they have ever gone down that path before. I'm also looking at the technical specs and I'm wondering if they can accomplish everything included. There is one provision that says the laser must automatically adjust the power to account for distance. I understand that the guardian requires manual adjustment.
