I've never traded a stock that was EVER placed on the Chill List, so I'm guessing that's not true. Then again, most of my experience is not in the penny or sub-penny world, so you may be right. In any case, I don't believe in borrowing trouble, and I'm beginning to suspect that you're a basher, just working your magic. If I'm wrong, you have my apologies.
