You can always buy and sell, but it will be more expensive for you to do so. A chill limits the electronic trading of a stock only - all transactions are done with paperwork.
Chills kill stocks because many brokers don't want the hassle of manually entering trades. Very hard to get off the list.
Basically happens when share inventory runs amok, for whatever reason.
