Many will see this action and assume it means there is dilution and the stock isn't going to go anywhere, but this is a false belief. If you look at many pinksheet tickers in this scenario where they are about to undergo a cusip/name change, you will see similar situations occur.
Once the announcement of the official cusip change is made, this ticker will not look back...perhaps even sooner.
