Obviously, they didn't buy it up.

What happened is they let the stock breath.

Why?

Because people will look at it now (as it sits at 0.0002 by 0.0003) and say well, it went to 0.0009 .... I should buy and wait until it goes back up there.

People that buy at 0.0004 will hope and pray that it goes up, when it goes to 0.0003, more people will buy in and hope and pray some more.
