since the paper seems riddled with contradictions, it would not seem to be such a difficult task......

The cooling water runs in a closed loop and is never in contact with the chemicals in the process.

vs a process flow diagram that shows an oil/water coalescer output arrow flowing into the cooling tower!!!!

great job there.....and no mention of all about the water seal....
