not necessarily, I remember one top shelf mfr of LEDs before LEDs even really took off, that was a shorter's dream, all it takes is a really high float and they'll tear it down. But yes, announcements like ARR's cutting of divie or creating Preferred or anything else that would dilute the stock and/or yield is too attractive to them.
