You are looking in the wrong place...Try at 50:00 minutes into the CC.

Reid says with a question about doing seismic in Belize and mentions the old seismic done by Esso years ago...

Max Mohammad is actually working on getting that, were looking at getting that reprocessed to get a little more information as well.

So...As of the February 19th CC Treaty has NOT yet looked at those 2 lines of general survey seismic data and there is no way they could have used that data to pick any of the current well locations.
