Nah.
For blatant penny stock scams like EVCA the increase in A/S - more than 1,000%, by the way - is invariably to give free shares to insiders and their cronies so they can be dumped into the market place.
They may distribute some of these free shares under the pretext of acquisitions, but invariably these are just other shell companies used for the express purpose of stealing from private retail investors, or "marks", as Messrs. Speck and Easterwood like to call their victims.
