If you have a chance to give some input, suggest that you raise these issues:

hedge fund connections to abusive and manipulative trading, including NSS. Need for more inclusive registration rules and efficient regulation and disclosure by hedge funds and those who trade in association with them.

Abuse of settlement exceptions by MM's

Use of overseas "desking" and the need to coordinate with international "brokers." Enforcement and treaties need to discourage abuse and manipulation from overseas.

Elimination of "grandfather" provisions of Reg Sho, only encourages the scam.

Tighten rules and enforcement when the reg sho security likely goes from one broker dealer to another. Why else would some stay on the list for months?
