I'm not convinced. I'll have to see the wording stating that the AS is maxed at 249, because everything I saw said the 249M were being ADDED at the meeting.
I take that to mean ADDED to the 35M that were already authorized.
Makes it 284M AS.

If you want to provide a link stating specifically that the AS is maxed or limited to 249M, that would be great.
