The motions that have been fully briefed just prior to the "ripe" comment are Googles motions for Non-Infringement, Invalidity and Damages as of February 15th. They did not mean all motions were ripe for judicial determination.
As I understood it, those motions and others need to be ruled upon before post judgement royalties are determined.
