This isn't a problem of which standard to deploy. A technical case can be made for having one worldwide standard, even if it is grossly outdated and inefficient.
This is a problem of royalties.

Sure Nokia, Siemens, Alcatel, and the like spent hundreds of millions, if not billions of whatever their currency is to develop a standard that extends their GSM monopoly.
They would have saved themselves that fortune if they had just embraced the GSM-signalling version of 1X and went their merry way.
