Because any company that dilutes by 4 billion shares "real" product or not is a scam. These scam pinks keep getting away with it because the investors just write it off as a loss and move on. There was no reason to raise it by 4 billion , except to put money directly in their pockets. Any other reason they give is just a loop hole to get away with it .
