reality is that the declaration of war in the constitution was about war of survival of this country

what we have had from Korea to date, are wars of containing the evil

when we get a threat on the magnitude of WW2 or WW1 or 1812 we will have a declaration of war

until then

it is an authorization to use force to subdue the evil doers
