What you are missing is there is less then 1 billion actually able to trade. 3 billion of the float is locked up. So it's letting the shareholders know that so we know the actually trading float is only less then 1billion. This means most likely they will buy off the shares that are locked out of trading and prevent them going into the trading float thus pps will rise. Just my option
