No that's not BION. Good find on the bond listing. The Bonds still have to go to the state commision for final approval. From there then to an underwritter. The bonds won't be up for sale for at least 2 maybe 3 or 4 months. When they are you will then be able to see them listed and they will say Bionitogen and 1.25 Billion.
