All the clues for for the outer protein spikes are in that little piece, including the base molecule that gets clipped into a ligand and attached to exterior layer of the nanomicelle.

Have you read the patent and construction of the micelles. It's just a matter finding the right targeting molecule and then chemically clipping it and attaching it to the micelle base.
