You are incorrect. They're are lot's of variables that determine a listing. A $4 listing price isn't even one of the standard rules of measure.

The company isn't talking about listing on the big board.
Originally called the NASDAQ Small Cap Market, NASDAQ announced a name change to the NASDAQ Capital Market on September 27, 2005.[1]

The NASDAQ Capital Market exists for securities of smaller, less-capitalized companies (small caps) that do not qualify for inclusion in the Nasdaq Global Market (formerly Nasdaq National Market).
