They gave the "new" GM the $40 billion loss carry forward from the bankrupt GM among other taxpayer paid incentives.....I see no difference in Alaska giving tax breaks to oil companies to promote oil exploration and development or the federal government giving GM special tax privileges when they were reorganized. States are big on giving tax incentives to lure industry. Not suggesting it's appropriate just saying that's basically the way it's done.
