"Dr. Reddy's has completed the process development of Prurisol and is now in the formulation stage for the manufacturing of Prurisol for the upcoming clinical trials in Europe planned for the second quarter of 2013." Don't know how much clearer it can be? "Formulation stage" includes batch stability testing. If a drug is unstable, it returns for reformulation. If stable, it moves out of fromulation stage and on to human testing.

Actually it's now looking more like late second quarter, not late first quarter.
