The sequester is not cutting anything. The politicians have been lying like never before. What the sequester is actually doing is reducing the future increases in the budgets for future years. The increases in future budgets is going to be about 6% less than before the sequester "cuts". It's only cuts in the projected increases. And remember that DHS already has the money for the entire BioWatch program. So my answer to your question is no, there will be no delays. I think SETA has maybe hit a snag because the PSID M-Band system is so good that there's no need for SETA. And if you check, PSID is not on the interested vendors list for the SETA program.
