There is literally 2% chance Obama touches on federal decrim/rescheduling. He will leave that to AG Holder or others. Has too much on his plate with sequester. These are mutually exclusive issues in the realm of politics. I work in politics, so I feel like I have a bit of insight. Then again, Obama has been known to surprise w/ marriage equality and other issues. So we'll see I suppose, but I don't think it's a very high probability.
