"deliberate tempering" is a description of sabotage. I am sure in English there will be even many other words that apply but sabotage in an industrial context, because PPHM was conduction company business, is certainly one of them.
Chris did say: "This was a deliberate action by one individual at CSM", that means it was sabotage, not just a mistake, there is no way around it.
The co-pilot of the AF flight that dived into the ocean about 2 years ago made a very deliberate action. But it was clearly based on a false belief of what actions were required, not sabatage or a suicedal action (he though he was going nose down in a high altitude stall).
I have released many software/firmware products with flaws that should have prevented them from being released. My action to release was clearly deliberate, but not sabatoge (or even misconduct in any way).
