A 'neutral' shell company. Yes.

But the name RAYSTREAM is contaminated by utter fraud to the core as well as a serious lawsuit against the principals of RAYSTREAM for serious business impropriety that was settled out of court.

This would be a shell company with far too much negative baggage for all but the sleaziest to even consider dealing with them.
