The SEC's main job is to act as a deterant so that future crimes don't take place. Adding that language serves no legal purpose, you are correct, but they add it all the time anyway. It's not for the defendant. It just looks and sounds big, bad, and scary.
But it's meaningless as you imply. Still doesn't stop virtually every (or is it literally every?) settlement from containing similar or exactly the same lawyer-speak language.
