Nah, can't buy that argument, the time frame is too tight, they "knew" what was about to happen with the orders to Italy and had a probable idea that they would pass the measure very soon so why delist claming a R/S would kill their shareholders along with saving costs associated with delisting?
They saw the writing on the wall....just had to wait a few more months to present itself, why not just bite the bullet and R/S while listed on Nasdaq to meet pricing requirements? They knew the sun was coming up in their favor....doesn't make sense to drop down here in OTC boards just to turn around and re-Uplist back....
