Rabin has repeatedly said the rs and uplist will be done, but only out of a position of strength. If not the case, the stock, imo, won't have much staying power, let alone bullish tendencies.

I interpret his statement to mean that the timing of those events will coincide with the announcement of other positive factors effecting the stock, like more positive clinical news, new fda approved clinical testing for other conditions/applications, institutional investors lined up to invest and possible partnership announcements, etc.
