Oil companies employ specialist reserve valuation consultants - such as DeGolyer and MacNaughton, Ryder Scott, Netherland, Sewell & Associates Inc. (NSAI) and others - to provide third party reports as part of Securities and Exchange Commission (SEC) SEC filings
Something Treaty did NOT do before they filed the 8-K making the claim of 6 million barrels of reserve in Belize after the oil strike that wasn't a oil strike.
But SEC requires that any public company provides studies or data backing up the claims of oil reserves, which obviously TECO did not do and these studies would have include probabilities of oil presence.
TECO,as s public and responsible company, was required to know all of theat had the obligation to act accordingly.
