I guess it's in how one interprets it

JSU is aired on a Comcast channel. PNCH now has a partnership/relationship
with JSU so PNCH will air programs on a JSU channel thru their
Comcast channel. To me PNCH is an affiliate of JSU but has no
ties with Comcast, of course, this is my opinion only and how I
interpret it.
