I think of it more as insurance. To save potentially 10's of millions in the cost of replacement and rework to what they know are vulnerable parts, not to mention the security threat and potential loss of life, seems to me a logical expense, particularly in light of any sequestration.

It shouldn't. First hit is new equipment, like new planes and ships. Keeping old stuff running longer- could possibly increase the microchip orders, but nothing substantial. Early retirements are being offered, and many civil service are being told to expect furloughs. they'll take one unpaid day per week off, so as there's no crippling effect with mass temporary closures. Many bases had also "padded" themselves a long time ago with the hiring freezes, etc., by supplementing their workforces with contractors, thru a employment contractor, like the one mentioned in the CC, which also performs employment services, or handles subcontracts like APDN's. When work loads lighten up, or money gets tight, the contractors are first to go.
