The final RFP for stage 1...this is the government where nothing means what you think it should. So, we KNOW for a fact that the testing stage is done. It was done last year. Caragol put that in a PR too! He said we were the only ones who passed. So will the final RFP be closing, not opening stage 1? It has to be closing stage 1 and that's why it's called FINAL. Otherwise, there are two testing periods. Are their two testing periods mentioned by DHS? I've never seen that.
