Why would that be?

It might be to early to call them "commercially live" networks but it sure isn't to easrly to call them networks.

In GSMland, you install commercial network infrasturcture, and you trial it, work through IOT isues, tune it, rev it with softwatre loads, optimize it, then open for commercial trial with friendly users, and then soft launch it commercially and then take it full commercial.

So it has always been and so it will always be.

Vodafone backed J-Phone is commercially live with their 'R99' 3GSM WCDMA network in Japan. One dual-mode handset available (NEC) and one dual-mode (Nokia) and one single-mode (Sanyo with MSM5200).

They have about 10,000 subs which isn't a lot, but it is more than SKT had with on their IS-95C 1xRTT network after 2.5 months of operation.

'3' is commercially live in the UK and Italy with several other countries to follow.

Vodafone looks pretty well set for Q3 launch in Germany and 20 is probably a good estimate for networks

Be that as it may, there are currently about 70 opearational 3GSM WCDMA networks in various stages of implementation and deployment.

Capex constraints in this economy, unfortunately, are still retarding the implementation of CDMA (any flavor) radio access network infrastructure or upgrades to that infrastructure.

In a robust economy 3GSM (and CDMA2000) carriers would currently be building out energetically, confident that technical hurdles associated with new generation gear, will be overcome, and confident that a technology push would overcome a lack of business plan and even underlying services.
