Yes they offer Level2 pinks and all OTCs with ETRADE pro.

Etrade pro is free if you make more than 30 trades per quarter. Also the first 90 days you get a free trial regardless.

Ontop of that, if you put 10K into your account, you get free trades for 60 days. ETRADE pro is hands down the best penny stock broker for your money, and I did quite a bit of research before making this decision.

Yes they do but you cannot watch more than one company on L2 at a time.
