The most your looking at is whatever your broker charges you to sell, so maybe 10 bucks there. I don't know any prices off hand about the different ways of transferring to your bank, but generally the most expensive is a same day wire. They cost 45 bucks or so, maybe more, maybe less.
I was wondering this as well, so I did some research. I believe you will still get the huge penalty because the gains are calculated from bought price to sold price, not just how much money is "taken out".
