Exactly how does RockTenn come by these 'enormous quantities' of plastic?

They recycle cardboard at some of their mills, right? The plastic they have is plastic that remains as a part of the resultant 'raggertail', right?

They bury this 'raggertail' in an on-site landfill (at least in the case of Jacksonville), right?

How does all this equate to 'enormous quantities' of 'industrial plastic'?

Please elucidate. Pictures from the mono-fill would help.
