The President, from 9/11 onward, in every speech, communicated his belief that SH was armed, dangerous, had WMDs, had programs to develop WMDs, actively supported terrorism, actively carried out terrorist attacks against his own people and his neighbors, was corrupt in every way and must be removed from power.

Now find me a statement dated before 05/01/03 by a dem leader or any leader on the world stage that disputes any part of the above, except the very last assertion "must be removed from power" was disputed by the French, the Germans and the Russians and others wanted him to remain in power. They just wanted him to suffer "serious consequences" -- whatever
It means nothing to post smidgens of ambiguous intelligence that, using hindsight, suggests that WMDs and programs to develop WMDs were not there in Iraq.
It was never the job of the intelligence agencies to make these guesses -- it was the responsibility and duty of SH, under terms of the cease fire agreement, to fully disclose and allow inspectors to determine that the WMDs were destroyed and the programs did not exist
He failed to do that
