I cant imagine under any circumstances that SIAF would be doing buyback while diluting like crazy. Would make no sense and could be also considered as manipulation in some ways. Really this is a stuff I would give the least chance.
Maybe it could be some fund buy arranged by MMs. There is VERT on ask since Friday, hugely known as diluter on OTC, could be from him. Or MBAY.
