I opened Scottrade and bought MJNA in two hours.

When TD put the CHILL on a few months ago I opened the account, transferred funds from my bank and and as soon as the funds hit I was able to call in and make an order over the phone.

Perhaps there are others that can do this but I know for sure with Scottrade you can.
