Assuming Nixon ended at 29%, then I stand corrected. I don't know how I could have forgotten him. So, as it turns out, even if Bush were to end at, say 33%, there would actually be SOMEONE worse. Not exactly a ringing endorsement, but it beats the hell out of 28%!!!!
