These shares are absolutely worthless now unless you can get some very inexperienced people to buy them!
There will be no reverse split because RAYSTREAM no longer exists.
Their phones have been disconnected and their website has been taken down.
After the lawsuit against them was settled through arbitration, there wasn't any real reason to continue since they were found out to be a scam and no companies would do any business with them.
