In many parts of the world they only have radio, plus if you go to public offices (dentists etc), they often have piped in music via radio. I am not sure how licenses work for bandwidth, but radio might be tied in in some way.
Someone mentioned bandwidth. Last year I saw an interview with the worlds richest man, a telecommunications giant from Mexico, who was interviewed and was asked, what is the best investment in the future. He said Bandwidth.
